State audit sheds light on disabled parking cheats

We've all seen them.  They pull their car into a disabled parking stall, slap their blue placard on their rear view mirror, pop out of the car like a jack rabbit and run to their destination.  Excuse me, what is your disability?

Finally, an official audit by the State of California's State Auditor, Elaine Howle, has come out with some solid statistics that detail what a disaster the state's approach with this issue has been and slams the DMV with its lax approach in confronting this issue.  This article in the Los Angeles Times captures everything succinctly.
